WHO SHOULD PARTICIPATE IN THIS WEBINAR
Employees of electric cooperatives that are interested in or do extend loans to consumer members, including general managers/CEOs, members services representatives, and finance managers.  

PROGRAM
With the enactment of 2017 Act 76, electric cooperatives were given a limited exemption from the Wisconsin Consumer Act that applies to four types of consumer loans. Specifically, electric cooperative consumer loans for energy efficiency, energy conservation, wiring safety, and emergency back-up generation measures qualify for this exemption. Act 76 also allows electric cooperatives to collect payments for such loans on the utility bill and to tie the loan to a meter so that recovery can be made through subsequent members at the same property if needed.

These types of loans are still regulated, but these changes allow electric cooperatives to develop lending programs that will work within the cooperative framework and with existing billing practices.  WECA retained Wheeler Van Sickle & Anderson to develop model lending documents and notices to help implement these new provisions.  With minor changes, these documents and forms will be a necessary component for co-ops interested in offering these services to their members.

This program will:

  • Explain how to take advantage of the law changes
  • Describe of the applicable legal requirements
  • Review the model lending and legal notice forms
  • Provide an opportunity to ask technical questions
